County and union at odds over salary increase as contract negotiations continue

MOUNT HOLLY ? The contract dispute between the county and its largest employees union heated up Wednesday as the local president accused the Burlington County Board of Freeholders of giving significant salary increases to some of its top-paid workers despite claims of years-long wage freezes.

On Friday, County Administrator Paul Drayton fired back, claiming the statements made by Adam Liebtag, president of the Communications Workers of America Local 1036, at the freeholders' public meeting last week were unfair, misleading and inaccurate.

Liebtag said the freeholders over the last two years authorized raises for 25 ?of the highest-paid employees,? giving an average increase of 11.7 percent. He said six of those employees, who make nearly or more than $100,000, received in excess of 20 percent raises.

?That?s the same period our folks had zero and the same period you folks claimed poverty and that the county tax rate cannot sustain raises,? Liebtag said. ?You talk about sacrifice and economic difficulty. Well, I guess it depends where you sit. Where we sit, we are in economic difficulty.?

The CWA Local 1036 has been working without a contract since its last four-year agreement expired Dec. 31, 2010. Since then, there have been 14 negotiation sessions, but the sides remain significantly apart on economic issues.

The freeholders did not respond to Liebtag?s criticism at the meeting, but in response to his statements the county administration reviewed its personnel and payroll figures in response. Four years ago, the board instituted a hiring freeze for all nonessential positions and wage freezes for all nonrepresented personnel.

Drayton said the analysis showed that 100 county employees received salary increases over the last two years, including 75 union members. He said some of those raises were comparable to those Liebtag discussed.

But about 95 percent of all the increases employees saw since 2010 were attributable to promotions, he said. The others were because employees were given significantly more job responsibility or were being brought to full salary after a probationary period, he said.

Through shared services and consolidations, the freeholders, in some cases, did not have to replace an employee who left, instead splitting the position?s duties between existing workers and compensating them for their new roles, Drayton said.

For example, when a $90,000-a-year capital-projects manager left, instead of hiring new, the job was split between two department heads. Each received $10,000 salary increases, but the move saved the county $70,000 overall.

Drayton also said when a new hire needed to be made, that person was brought in making less than his or her predecessor.

Overall, the size of the county staff is down 30 percent and payroll is down more than $10 million, he said. Once the county completes the sale of its nursing home and psychiatric hospital this month, it will have about 1,100 employees, down from 1,800 five years ago.

?And at the same time, we haven?t reduced the amount of work these people are doing,? Drayton said. ?Promotions are going to happen for both represented and nonrepresented employees. (Liebtag's) list of 20 or 25, I haven?t seen it, is unfair and misleading. These people have worked hard and earned those raises.?

Liebtag said the average salary of a CWA member is $40,000. The union represents about 700 county employees.

The county employs about 140 full-time nonunion workers and 160 part-timers, Drayton said.

County officials have said the union?s proposal calls for a total 9 percent increase over four years. The county?s proposal is about a third of that, 3.25 percent over four years, officials said. Liebtag characterized the county's offer as ?extremely unreasonable.?

Both figures are significantly less than the previous CWA contract, which gave employees 4 percent raises annually over four years, for a total of 16 percent. Officials said every 1 percent of a wage increase is equal to about $400,000 in the county budget.

The union has given the county a proposal that it says could save $620,000 on its pharmacy benefits management plan, and is working on a proposal that would generate additional savings in health care coverage without diminishing member benefits.

Liebtag said the savings could be used to fund the union?s proposed increase and settle the contract.

?We?ve put dollars on the table,? he said. ?If you don?t fully participate in our proposal, you?re screwing the taxpayers, and you?re going to continue to not settle a contract.?

Earlier this month, Freeholder Joseph Donnelly said? even with savings found by the union or the county in their efforts to reduce health care costs, the board is not ready or able to fund a contract that calls for a total 9 percent salary increase. This year, the county is again dealing with a budget with falling ratables and revenue and rising fixed costs.

Officials plan to introduce the budget July 11.

Drayton said the union?s public fighting with the freeholders won?t change the county?s position at the bargaining table.

?It?s really counterproductive,? he said. ?The freeholder board and the administration are not going to be bullied or put in a position to negotiate in public. It?s not our goal.?

Why The EU Summit Was Significant - Business Insider

Markets are soaring after European leaders decided to use European bailout funds to directly recapitalize troubled banks.

They also enacted two smaller measures?an important alteration to the Spanish bank bailout that will encourage investors not to be scared of it and ?120 billion in funds devoted to growth.

Regardless of whether or not investors feel that EU leaders have done enough to adequately address growing concerns about the sustainability of Europe's economy, they have made one major change to their crisis response tactics with this EU summit: they have finally addressed short-term concerns about the shaky European economy.

At previous summits in the last year, EU leaders have talked about long-term measures that?might?help Europe survive way down the road, at this summit they finally admitted that Europe is on the edge of disaster.

Bank recapitalizations,?nonetheless use the European bailout funds?the European Financial Stability Facility and the coming European Stability Mechanism?as they were meant to be used: for directly recapitalizing banks. That is something that EU leaders?in particular, German Chancellor Angela Merkel?have resisted doing in the past, shying away from further bailouts for Southern Europe.

The plan is already depressing borrowing costs for the troubled Spain and Italy by supporting their governments' primary creditors, and it promises to relieve funding pressure for banks.?Admittedly, such plans are in a way counterproductive?as they don't adequately fix the fundamental problems of the EU financial system. Nonetheless, the imminent establishment of a stronger European bank regulator is an important step towards breaking the feedback loop between banks and sovereigns.

Last but not least, the time frame for implementation of this plan is ambitious by European standards, as EU leaders hope to kick in bank recapitalizations by the end of 2012.

In contrast, the fiscal compact EU leaders enacted late last year was an important step towards creating a financially stable monetary union in the long-term, but in the short term it did little but assure investors that austerity would continue.

Clearly, EU leaders are nowhere close to fixing the problems of the eurozone, and these measures are at best a temporary fix. That said, EU leaders have finally done something significant in the short term without waiting for help from the European Central Bank. This is something to be thankful for.

LOS ANGELES (AP) ? The countdown is on for Steven Soderbergh. With "Magic Mike" opening in theaters Friday, the prolific director has just two more films to finish before he's "going to drop off the grid for a while."

The 49-year-old filmmaker says he's taking a sabbatical from Hollywood, and it could be permanent.

"It's just time to recharge," he said. "I'm all or nothing. It's on or off, and I need it to be off for a while."

If all goes according to plan, he aims to begin his indefinite break from the movie business on his 50th birthday in January. Until then, he'll be working furiously to finish his final two films.

"The Bitter Pill," a drama starring Rooney Mara, Channing Tatum and Jude Law, is nearly done, the director said, and he's about to start shooting "Behind the Candelabra," a Liberace biopic for HBO starring Michael Douglas as the flamboyant pianist. Both are set for release in 2013.

Soderbergh said he's looking forward to "a new year with a new start."

He already has ideas in mind for paintings and drawings he'd like to make. Other creative interests include photography, collage and "one more film book."

"I'll always be making things," he said. "They'll just be other things."

Soderbergh, who has been nominated for three Academy Awards and won for directing 2000's "Traffic," said the type of material that appeals to moviegoers has changed during his 27-year career.

"American movie audiences now just don't seem to be very interested in any kind of ambiguity or any kind of real complexity of character or narrative ? I'm talking in large numbers, there are always some, but enough to make hits out of movies that have those qualities," he said. "I think those qualities are now being seen on television and that people who want to see stories that have those kinds of qualities are watching television."

He said if he returns to the entertainment industry, "it's more likely I would end up in television."

But he's comfortable with saying goodbye to filmmaking forever.

"I'd be fine with that," he said. "That was 27, 28 films. That's plenty."

Japan, SKorea sign 1st military pact since WWII

TOKYO -- Japan and South Korea agreed on Friday agreed to share intelligence in their first joint military pact since World War II, but then suddenly postponed its formal signing amid a political outcry in Seoul.

The postponement, less than an hour before the ceremony was to be held, was a big embarrassment for leaders of both countries. Japan's foreign minister had earlier Friday called the agreement a "historic event."

The pact had been seen as a breakthrough in ties between two neighbors with a difficult history, but it caused an uproar in South Korea, which was ruled by Japan as a colony for several decades until the end of World War II in 1945.

Japan's Cabinet approved the pact Friday, after South Korea's approval earlier in the week. But Seoul backtracked Friday, saying it would hold off on the formal signing ceremony because of concerns among South Koreans.

Japan's Foreign Ministry said the ceremony was postponed because of a request from Seoul.

Seoul has often been wary of Japan's postwar military development, but the nations have many shared concerns, particularly North Korea and China.

The pact would establish a framework for sharing intelligence in such areas as missile defense, North Korea's nuclear weapons program, Chinese military operations and other regional security matters.

The move to forge the pact reflects deepening mutual concerns that more cooperation is needed to enhance security readiness.

The two countries are increasingly concerned by potential threats from North Korea, which is developing its long-range missile and nuclear weapons capabilities. They are also closely watching the rise of China's military.

North Korea heightened regional tensions in April with the launch of a rocket that was widely criticized as a test of long-range missile technology. The launch was of particular concern to Seoul and Tokyo because they are within reach of the North's missile arsenal.

Such fears spurred the government efforts to cooperate more closely on intelligence sharing, though the pact remains controversial among some in South Korea.

"An accord for military-information protection with Japan is necessary given the ever-growing threat from the North," South Korea's JoongAng Daily newspaper said in an editorial. "The more quality information we have about the North, the better our security."

But critics say the government in Seoul, fearing a backlash from opponents who don't trust Japan, pushed the pact through without allowing enough public debate.

Along with bitter memories from Japan's often brutal colonial rule of Korea, the two countries remain at odds over a territorial dispute that has marred their relations.

The high temperatures that are helping drive these fires are consistent with projections by the U.N. Intergovernmental Panel on Climate Change, which said this kind of extreme heat, with little cooling overnight, is one kind of damaging impact of?global?warming.

Others include more severe storms, floods and droughts, Oppenheimer said.

The stage was set for these fires when winter snowpack was lighter than usual, said?Steven Running, a forest ecologist at the?University of Montana.

The Downstairs
When you walk into the house you enter into a mud room but to enter the and leave the house there is a lock system in which you have to type in a code in which the staff are the only ones to have it. You walk into a hallway to the right there is an open doorway that goes into the kitchen, which has all cupboards locked up to all the patients, its a large room with the kitchen things on the left and to the right as a large table that has 13 chairs. Off of the kitchen is a room that is locked and can only be opened by staff, Patients where never allowed in this room. This was the staff/med room, this was where the staff kept their things and where the medication was locked up, it also had a small bathroom off to the side.

Back into the hallway on the left there are two doors. The first one was to the living room, in the living room there was two couches and two chairs with a tv on the wall with a small shelving with videos and dvds but they are locked up. There was a bookshelf filled with books and a table with a couple chairs. The next room was the activity/day room. This is where most groups and group activities will be, it had a few tables with chairs in it, a shelf with doors that is locked that has different games, activities, and crafts. The stairs are off of this room. The last room is the Treatment room, which is at the end of the hallway and locked, this is where the therapist and doctor meet with each patient during the day.

The Upstairs
When you go up the stairs you first go into a hallway, to your left is the Nurse's room, which is locked, the Nurse lives there 24/7 and have a bathroom connected to it. Next to the nurses room is another hallway that has two rooms which are lockable, these are the safe rooms. Their is one for the girls and one for the boys, the safe rooms are used when a patient is either being a danger to others or themselves. The rooms are bare of anything and actually has padding all around it, there is a light on the ceiling that is actually in a cage looking thing.

Back in the hallway across the hall is the hallway to the bedrooms. The girls on the left and the boys on the right, the rooms start at Girl 5 and Boy 5 and goes down, the first three rooms on each side are found with a bed, nightstand, closet cupboard and dresser. The last rooms are shared by patients girl 1 & 2 and boy 1 & 2, they have two beds, two dressers, two nightstands and two closet cupboards. Dave Scheidt: 44 Flood -- a New Publisher That's Blurring the Line Between Comics, Art and Everything in Between

We all want to do things our way. The most freeing thing in the world is to be able to express oneself whether that be through writing, music, art. It's what makes us who we are. It's even more freeing to let others enjoy something you have created.

There has always been that hindrance that limited the work of countless artists throughout the years. Certain type of music doesn't "sell" or certain publishers wouldn't be caught dead printing certain comics. That crazy painting you spent months on? No gallery would be caught dead hanging that on their walls.

That's where 44 Flood comes in -- comprised of Menton Matthews aka Menton 3, Kasra Ghanbari, Ben Templesmith and Nick Idell. They were tired of answering to everyone else and set out to create things they love and that they'd want to see themselves.

After launching their proposal via the crowd funding site Kickstarter, they met their goal of $18,000 in less than four hours. People believed in what they set out to do almost immediately and the guys we're floored, overcome with endless gratitude and love from their supporters. This crazy idea they had suddenly wasn't so crazy any more. It was a reality. As each day passes, more and more people are contributing to their project which still has about 40 days left to raise money.

I got a chance to talk to them about it.

Dave: So starting off, What makes the combination of the four of you special? Each of you brings something different to the table. Was that a specific formula you looked at to cover all grounds?

Kasra: You can't always predict these things and a lot of good things happen overtime. We've all gotten to know each other over a real amount of time. You become more and more conscious of what people can do, things with their personality, their professional experience and it just started getting even a little strange to us when we were starting to think about working together. How the four of us kind of filled four different quadrants. Our spheres of influence were complementary to each other and when we saw that, we saw that as a little sign that something special might be here. We use the analogy of a little bit of a band where the bass player is just as important as the guitar player, just as important as the drummer and the singer. If one of those is off, you don't have that special thing. I think we've had enough time to build this that when we work together for us at least, it's pretty special and explosive.

Dave: So you think it wasn't really so much as a conscious effort so much as things kind of just we're there once you got together?

Menton 3: You know how when you are on a date with a girl and you're watching the moon and there's a shooting star or something? A lot of it was just totally synchronicity. It just lined up perfectly, things coalesced in a way that was just perfect for the outcome. I couldn't be happier working with anyone else. We do have two other guys we work closely with Steve Niles and David Stoupakis so in that way it's kind of 66 Flood. We work very well together. It was a very organic thing even though it was something we intended to put together. There is no leader of this business.

Dave: So all boy and jokes aside?

Menton 3: (Laughs) Yeah all boy band and beard jokes aside, it's actually something very special to us. Our friendship is special to all of us. We take brotherhood very seriously. I'm very lucky to work with these men.

Kasra: What more could you ask for to look at the other three guys you are working with and say that if any one of them were gone, you wouldn't have done this?

Dave: I think it's good that you guys aren't limiting yourselves to one medium. It's not just "Hey I'm gonna do comics." You're going out on all fronts, and not limiting yourselves to one particular audience.

Menton 3: I love art. That's poetry, photography you know writing. Paintings. We love art. We're big fans of the expression of oneself. The imagery, the storytelling, these things are the things that for me, make life worth living. We are making something that we would want ourselves.

Dave: That kind of fits into my what I was going to ask with my next question, The fact that you guys are grouping all these things together, with comics, fine art, prose, with this was it part of the attempt at trying to get people to take comics more seriously and as an art form?

Ben Templesmith: Yeah, I mean if you look at any other industry or any other medium it's regarded as a serious art form. When someone thinks of music, they don't think of Mary Poppins or when someone mentions a painting, "oh that's a painting people made those things 500 years ago." The comic book scene is a fleeting, childhood adolescent sort of power fantasy still in Anglo-American culture. I think there's a huge untapped area there, and I'd just like a bigger audience for my work and I think the other guys would agree.

Menton 3: Yeah I mean I know for me, I don't really see the distinction but I know in popular culture comic books are kind of seen in a particular way. I know I say this a lot but what is the Sistine Chapel but a graphic novel all over the walls of an amazing building? Storytelling with narrative imagery is as old as humanity. The fact that comics focus on one particular type of comic is a little absurd to me. I mean I like those comics, I collect them, I read them I enjoy them, but for example the work of Bill Sienkiewicz people know him from his work from New Mutants very few people know about Stray Toasters, I think that's one of the most phenomenal comics ever. I think that it's there, people just don't know how to access it. I think one of the things we are trying to be as an easy vehicle for people to find that type of content.

Dave: Yeah I think one of the hardest things to get someone into reading a comic, is getting them over that stigma of actually reading a comic. Just to get it in front of them to open it up and read is hard.

Menton 3: If you think of a young kid who is hipper and smarter and younger than me and they walk into a comic book shop, there's a wall of comics and of course they are going to go for the ones that are the most represented. What they get confronted with is the biggest comics they don't see any of the little ones, and they walk out of the store thinking that that's what comics are. There is a huge kinda gap between people who collect Juxtaposed magazine and comics all though there is just the same amount of relative and important art going on in comics, they just don't know how to connect it. I'm not saying we are going to connect it, again we're just making something we really want as fans.

Dave: So Nick, as an owner of a comic book shop, this obviously is something that could get people into comics. What do you think you need to get people into comics who normally wouldn't be into them?

Nick: Anything that strays away from the typical book and hopefully gets people into shops. The books that we're gonna create are gonna be a great catalyst to do so. I feel the same way as you, when I recommend a book to someone It's rarely ever a capes book or something that I grew up with that I love, it's more a book that has phenomenal story with great plot and character development that just so happens to be in the medium of comics. We're gonna try to make that quality of fiction.

Kasra: Maybe one thing we are gonna attempt is drawing the distinction perhaps between the comic book medium and the comic book industry. Whereas the industry tends to be a little insular why not just look at the medium in its broad application? We see it in magazines and newspapers like the New York Times. We see subgenres of it in books like Palestine and books by people like Lynda Barry. They're not really looked at it as part of the comic book industry, It's regarded as a higher form of art.

Dave: Yeah it's taken a lot more seriously than traditional mainstream comic books, for sure.

Kasra: Yeah, they are never really identified as just comic books. They are treated like an art form.

Dave: When you originally came up with the idea of Tome, was it always as developed as it is now? To feature such different yet similar forms of art or did things fall into place more and more?

Menton 3: The concept for Tome was pretty much there. it's kind of weird to talk about but it was always just there. The original concept hasn't changed at all. More than anything whatever happens with the book, we can't wait to get our hands on it. We're the biggest fans of it. We're talking about a huge 12x18 book., you're gonna see art in a lot of ways the way it was it was intended to be seen. Tome is a concise shot across the bow of what we really love. Some of the guys we have involved, it's a dream come true for us.

Dave: Anything else you guys wanted to talk about?

Menton 3: I just want to give a heartfelt thank you to anyone who has backed us on this. Honestly and truthfully we are touched beyond absolute articulation. We have no idea, even emotionally how to deal with this. This means the world to us. We live in a time period in which art seems to be less important. When the highest form of art you see when you go out is an advertisement, we're in trouble.

Bank of Ayudhya is targeting more online payment service business, as it aims to cash in on the growing number of people using the Internet and mobile devices.

BAY has teamed up with CyberSource, a global payment management company and a subsidiary of Visa International, for the supply of high-security technology and fraud-tackling services to ensure the trustworthiness of the payment platform to consumers and merchants, Phillip Tan, head of the bank?s E-Business Group, said yesterday.

Krungsri e-Payment services will accept secure online payment for plastic cards issued by financial institutions across the world, while the technological support from CyberSource will strengthen the sales of local e-commerce merchants, he said.

While the e-payment customer base for Krungsri operations has continued to rise steadily, only about 500 traders have participated to date, he said.

The bank now hopes to attract more than 5,000 merchants that sell products and services online to join Krungsri e-Payment.

With the new e-Payment technology supporting local e-commerce, the bank expects more merchants will extend their operations from face-to-face dealings to online trade, he said, adding that this would also enhance their opportunities to grow amid the single market under the fast-approaching Asean Economic Community.

Only marijuana in face-chewer's system

MIAMI (AP) ? Lab tests detected only marijuana in the system of a Florida man shot while chewing on another man's face, the medical examiner said Wednesday, ruling out other street drugs including the components typically found in the stimulants known as "bath salts."

There has been much speculation about what drugs, if any, would lead to the bizarre behavior that authorities said Rudy Eugene exhibited before and during the gruesome attack that left the other man horribly disfigured. A Miami police union official had suggested that Eugene, who was shot and killed by an officer, was probably under the influence of bath salts.

The Miami-Dade County Medical Examiner said in a news release that the toxicology detected marijuana, but it didn't find any other street drugs, alcohol or prescription drugs. Eugene also tested negative for adulterants commonly mixed with street drugs.

The department ruled out the most common components found in so-called bath salts, which mimic the effects of cocaine or methamphetamine and have been associated with bizarre crimes in recent months. An outside forensic toxicology lab, which took a second look at the results, also confirmed the absence of bath salts, synthetic marijuana and LSD.

Messages left with the medical examiner's office for comment were not immediately returned.

The Drug Enforcement Administration last year temporarily outlawed the possession and sale of three synthetic stimulants sometimes packaged as "bath salts." Several states have also moved to ban the drugs, often sold on the Internet and in head shops and other retail outlets. The bans don't affect the kinds of bath salts added to tubs for their fragrance and cosmetic benefits.

An expert on toxicology testing said that marijuana alone wasn't likely to cause behavior as strange as Eugene's.

"The problem today is that there is an almost an infinite number of chemical substances out there that can trigger unusual behavior," said Dr. Bruce Goldberger, Professor and Director of Toxicology at the University of Florida.

Goldberger said that the medical examiner's office in Miami is known for doing thorough work and that he's confident they and the independent lab covered as much ground as possible. But it's nearly impossible for toxicology testing to keep pace with new formulations of synthetic drugs.

"There are many of these synthetic drugs that we currently don't have the methodology to test on, and that is not the fault of the toxicology lab. The challenge today for the toxicology lab is to stay on top of these new chemicals and develop methodologies for them, but it's very difficult and very expensive." Goldberger said. "There is no one test or combination of tests that can detect every possible substance out there."

An addiction expert said she wouldn't rule out marijuana causing the agitation.

"It could have been the strain of marijuana that increases the dopamine in the brain, such as sativa," said Dr. Patricia Junquera, assistant professor at the Department of Psychiatry at the University of Miami Miller School of Medicine.

There are two strains of marijuana called sativa and indica. The sativa increases dopamine and gives you energy while decreasing pain threshold. Indica is a "sleepy high," she explained.

"People don't really know what the amount of either is in each little packet of marijuana," she explained. "And we can't differentiate between the two in the blood, much less in a dead person."

She also suggested that if Eugene had a mental disorder, "the marijuana could have increased even further the dopamine levels and aggravated the situation. So that can't be ruled out."

It's not clear what led to the May 26 attack on Ronald Poppo, a 65-year-old homeless man who remains hospitalized. Eugene's friends and family have said he was religious, not violent and that he didn't drink or do drugs harder than marijuana.

"There's no answer for it, not really," Eugene's younger brother, Marckenson Charles, said in an interview. "Anybody who knew him knows this wasn't the person we knew him to be. Whatever triggered him, there is no answer for this."

Surveillance video from a nearby building shows Eugene stripping Poppo and pummeling him, before appearing to hunch over and lie on top of him. The police officer who shot Eugene to death said he growled at the officer when he told him to stop.

Charles, Eugene's brother, said the family does not plan to pursue any legal action against the police for shooting Eugene.

"They used the force they felt was necessary, even if we don't agree with that,' he said.

He said that Eugene has been buried.

Shortly before the attack, a person driving on the MacArthur Causeway told a 911 dispatcher a "completely naked man" was on top of one of the light poles on the causeway and "acting like Tarzan." Still, police have said little about what may prompted Eugene to attack Poppo.

Poppo has undergone several surgeries and remains hospitalized. His left eye was removed, but doctors said earlier this month they were trying to find a way to restore vision in his right eye. He will need more surgeries before he can explore the options for reconstructing his face, doctors have said. A message left with the hospital was not immediately returned.

Poppo's family has said it had no contact with him for more than 30 years and thought he was dead.

Eugene's girlfriend, meanwhile, has said he never showed any signs of violence. Yovonka Bryant said she and Eugene often read the Bible and the Quran together, and often watched a religious television program in the mornings. She said she never saw Eugene drink and only saw him smoke marijuana once at a party.

Has the Day of the Islamist Arrived?

Sixteen months after the United States abandoned its loyal satrap of 30 years, President Hosni Mubarak, to champion democracy in Egypt, the returns are in.

Mohammed Morsi, candidate of the Muslim Brotherhood, is president of Egypt, while the military has dissolved the elected parliament that was dominated by the Brotherhood, and curbed his powers.

The military and the mullahs will fight for the future of a country that is home to one in four Arabs. The soldiers who have dominated Egypt since the ouster of King Farouk in 1952 show no willingness to surrender what they have long controlled of the state and economy.

Yet in the long run, the Brotherhood ? whose claim to guide the nation's destiny is rooted in a faith 1,400 years old ? is likely to prevail.

In Syria, the uprising against Bashar Assad appears headed for civil war, with atrocities on both sides. Some 10,000 are estimated to have died, a far bloodier affair than Egypt. And here, too, the day of the Brotherhood, massacred in the thousands by Bashar's father in Hama, seems not far off.

Witnessing what is happening in these critical Arab countries and across the region, one is tempted to ask: What are the fruits of three decades of compulsive U.S. intervention in the Islamic world?

Ronald Reagan put Marines in Lebanon to support an embattled Beirut regime and saw 241 of them massacred in their barracks.

In 1986, he ordered air strikes on Libya in retaliation for the bombing of a Berlin nightclub frequented by GIs. Reagan was paid back in his final days in office when Moammar Gadhafi's killers blew up Pan Am 103, scattering the bodies of U.S. school kids over the Lockerbie landscape.

George H.W. Bush launched Desert Storm to rescue Kuwait from Saddam Hussein and restore the emir. After five weeks of air war and 100 hours of ground combat, Bush triumphed. He then imposed an embargo-blockade on Iraq and transferred thousands of U.S. troops onto Saudi soil that is home to Mecca and Medina.

Two of the causes of his attack on 9/11, said Osama bin Laden, were the U.S. strangulation of Iraq and the defiling of Islam's sacred soil by infidel U.S. troops.

George W. Bush answered 9/11 by invading Afghanistan, driving out the Taliban and al-Qaida, and staying on to build a more secular, democratic and pluralistic nation. He then invaded Iraq to overthrow Saddam and convert that country into a model Arab democracy and strategic base camp for the United States in the Middle East.

What did those wars cost? What did they accomplish?

Some 6,500 U.S. dead, 40,000 wounded, $1 to $2 trillion sunk. Tens of thousands of Afghan and 100,000 Iraqi dead, with widows and orphans numbering over 500,000. Half the Christians of Iraq have fled their homes, and half of these have fled the country in which their ancestors had lived almost since the time of Christ.

Neither Afghanistan nor Iraq can be regarded as a loyal ally or defender of U.S. interests. Pakistan, a country of 170 million with atomic weapons and an ally through 40 years of Cold War, has been converted into an embittered and even hostile nation.

The U.S.-NATO intervention in Libya brought about the dethroning and death of Gadhafi. It also resulted in the expulsion of Tuareg tribesmen who had served Gadhafi as mercenaries. Back in Mali, they have joined rebels to effect the secession of a slice of Mali the size of France, which is now becoming a haven for al-Qaida.

When one considers the investment America has made in the Middle East ? the dead and wounded from our wars, the trillions lost in fighting and foreign aid, the endless time and attention of our leaders, scholars, journalists ? what do we have to show for it?

From the Maghreb to the Middle East to Afghanistan, Christians are as isolated and imperiled as they have been in centuries.

The Israelis now have as neighbors: Hezbollah to the north, an embittered, segregated Palestinian population of 2 million to the east, Hamas to the south and to the west an Egypt of 80 million that has just passed into the custody of the Muslim Brotherhood.

And among those seeking to bring down Assad are not only Americans, Turks, Saudis and Qatari, but al-Qaida, the principal suspect in the terror bombings of Aleppo and Damascus, and the Muslim Brotherhood, which owes the Assad family a blood debt.

If Assad falls and Sunnis seize power and pursue their slogan ? "Christians to Beirut and Alawites to the tomb" ? a prediction: A return of the Golan Heights taken by Israel in the 1967 Six Day War will top the agenda of the new Damascus regime.

And now John McCain is calling for air strikes on Damascus and Bibi Netanyahu and his neocon allies have Tehran in their gun sights.

What exactly have we gained from 30 years of interventions in the Middle East ? that China lost out on by staying out?
