Protests as Ireland's 1st abortion clinic opens

BELFAST, Northern Ireland (AP) ? The first abortion clinic on the entire island of Ireland opened Thursday in Belfast, sparking protests by conservatives from both the Catholic and Protestant sides of Northern Ireland.

The Marie Stopes center plans to offer the abortion pill to women who are less than nine weeks pregnant ? but only if doctors determine they're at risk of death or long-term health damage from their pregnancy.

That's the law in both Northern Ireland and the Republic of Ireland, where abortion is otherwise illegal.

But more than 200 protesters opposed to abortion under any circumstances gathered outside the central Belfast clinic hours ahead of its opening Thursday, waving placards reading "Keep Ireland abortion free."

And Northern Ireland Attorney General John Larkin wrote to lawmakers, who broadly oppose abortion, offering his help if they investigate the clinic's operations. Larkin said he could order the clinic's to be closed only if evidence emerged of "serious criminal conduct" there.

Protesters demanded that the clinic be shut down regardless, lest it become a beachhead for expanding abortion rights in Northern Ireland, the only corner of the United Kingdom that has not legalized abortion on demand.

"We're in 2012. Women's health is not in danger. Women are not dying because they cannot get abortions," said Bernadette Smyth, Protestant leader of a Belfast anti-abortion group called Precious Life.

"For Marie Stopes, this is only a first step," said Liam Gibson from the Society for the Protection of Unborn Children, a predominantly Catholic-backed pressure group.

He called on Belfast police to arrest clinic doctors and directors if they provide women with information about abortion services in neighboring Britain, where abortions have been legal since 1967. About 4,000 women from the Republic of Ireland and 1,000 from Northern Ireland travel there annually for abortions.

Marie Stopes officials said they expected to provide relatively few abortions in Northern Ireland given the heavy legal restrictions.

But they said Belfast, and all of Ireland, needed a non-judgmental, non-threatening place where women in crisis pregnancies could go for guidance. They said their office was already receiving calls from women from the Republic of Ireland, where it's illegal to receive shipments of the abortion pill through the mail.

"Mostly what we'll be doing is offering advice. Many of the people we see we won't be able to treat, because of the legal framework," said Tracey McNeill, vice president of Marie Stopes, a British family-planning charity that already operates such clinics in more than 40 countries.

McNeill said she had no problem with protesters gathering so long as they didn't threaten clients. "It's important that people express their views in a democracy," she said.

Police erected crowd-control barriers outside the clinic on Great Victoria Street, one of Belfast's broadest boulevards, to prevent protesters from blocking the entrance or sidewalk. Clinic directors had tried to keep its location secret but that information was leaked last week.

The Roman Catholic Church, the largest church in both parts of Ireland, this week launched a monthlong campaign to press the Irish government to strengthen its constitutional ban on abortion. It has denounced the Belfast clinic's opening but shied away from calling for protests.

"We are in the middle of a struggle for the soul of Northern Ireland," said Bishop Donal McKeown, the senior Catholic in Belfast, who didn't attend the protest. He said Marie Stopes directors were seeking "to promote the acceptability of abortion."

Elsewhere in Northern Ireland, a group of teenagers at a Catholic high school announced they would hold a daily lunchtime prayer for the clinic to be closed.

Sheila Fullerton, a teacher at St. Mary's Grammar School in the town of Magherafelt, said about 40 boys and girls aged 16 and 17 approached her asking to mount the protest. "They feel strongly this something they must do," she said.

Irish abortion rights groups welcomed the clinic's opening but said they wouldn't mount counter demonstrations because that would only encourage potential violence and the intimidation of pregnant women outside the clinic.

About 50 women per year do receive abortions in Northern Ireland hospitals after doctors deem their pregnancies pose a sufficient risk to their health.

Goretti Horgan, leader of a Belfast-based group called Alliance for Choice, said while the clinic wouldn't technically offer any increased access to abortion, it would encourage women to seek the abortion pill who previously had to seek state-funded services through their local doctor.

Horgan said local doctors might be opposed to abortion themselves or fearful of being targeted by protesters or lawsuits. She said this meant women with life-threatening conditions often still found themselves flying to Britain as a less difficult option.

"The main need for the clinic is for the women who are ill or very distressed and have a right to a legal abortion here. For those women I think it's awful that they put those women on a plane, with their medical notes under their arms. It's scandalous," she said.

Like almost all Northern Ireland politicians, Health Minister Edwin Poots says he doesn't want the clinic in Belfast but it can operate as long as it observes all existing laws.

"If they break the law, they will be prosecuted," he told lawmakers.

The clinic's legal inability to offer any abortion option to women more than 9 weeks pregnant means that those seeking abortions because the fetus has been diagnosed with fatal abnormalities still must travel to Britain.

Ruth Bowie, spokeswoman for an Irish group called Terminations for Medical Reasons, said doctors can detect such problems only once the fetus is at least 12 weeks old.

Bowie said Northern Ireland's abortion laws mean the clinic "will be of no help to the women north and south who are facing the trauma and upset of fatal fetal abnormalities. Women and men in this situation continue to be forced to travel away from family, friends and their homes at the worst time of their lives."

Seventy-five laid-off Times-Picayune employees, who worked for the newspaper for a combined total of almost 1,568 years, will receive direct cash grants from dashTHIRTYdash in the charity?s first of two planned distributions.

dashTHIRTYdash, a non-profit created by newspaper alumni and civic activists to raise money for the hundreds of Times Picayune employees and contractors who lost their jobs Oct. 1, has raised approximately $60,000 to-date. The money came from individual donations, benefits held by New Orleans restaurants and businesses, an online auction that attracted donations from some of the country?s biggest names in news and talk, and a Sept. 29 New Orleans fundraiser underwritten largely by the community.

The layoffs, which the newspaper reported in June reduced its total staff by one-third and its newsroom by almost one-half, came as the 175-year-old Times-Picayune ended daily publication in favor of a thrice-weekly edition and decided to focus on its website. NOLA Media Group, the newspaper?s new parent company, has since hired some new, primarily younger and less-experienced employees.

The grant applicants? average tenure with the newspaper was 20.6 years.

?It?s clear that members of this group were among the most experienced working at the newspaper,? said dashTHIRTYdash founder and former Times-Picayune reporter Rebecca Theim. ?Because of the stage many of these people are in their careers, they may face considerable challenges securing new employment, particularly if they want to remain in New Orleans.?

The odds may be even more formidable if they hope to continue their careers in the newspaper business: in the past five years, U.S. newspapers have eliminated almost 40,000 jobs, or more than 11% of total industry employment, according to?Paper Cuts, the recognized industry source on newspaper layoffs and consolidations.

?We realize the assistance dashTHIRTYdash is able to provide each individual is nominal, but we hope it will help make a mortgage or rent payment, go toward equipment or training needed for a new job or business, or help meet some other important need,? Theim added. ?More than anything, we want the former employees and contractors to know their work at the daily newspaper was deeply appreciated.?

Of those applying for assistance, 41% came from the newspaper?s pressroom and packaging operations, while 28% came from editorial (including the newsroom, and photography and graphics/art/design staffs). Those departments were the hardest-hit by the layoffs, according to figures in a?June 12?Times-Picayune?article.

The size of grants each applicant will receive depends on whether he or she was full-time, or a part-time employee or contractor. Eleven were part-time, and 64 worked full-time. More information about how the money is being allocated is available at http://dashthirtydash.org/2012/08/23/formula/.

The fund anticipates making at least one additional disbursement. The deadline for applying to receive money in that second distribution is Dec. 1. Any former employee or contractor who applied for a grant in the first disbursement will be contacted regarding his or her desire to be included in the second. Any laid-off T-P employee or contractor who did not apply for the first distribution may apply for the second distribution by completing the form at http://dashthirtydash.org/dashthirtydash-grant-application/ and submitting it as directed.

Individuals, companies or organizations are encouraged to continue to donate to dashTHIRTYdash, which will include additional contributions in its second distribution. Donations may be made securely by credit card at https://donationpay.org/dashthirtydash. Alternatively, contributions by check should be made payable to the ?Contemporary Arts Center of New Orleans? ? with ?dash30dash? written in the memo line ? and mailed to CAC, c/o Glenn W. Gruber, Associate Director/CFO, 900 Camp St., New Orleans, LA 70130-3908. (The CAC is serving as the fund?s fiscal agent, making dashTHIRTYdash contributions tax-deductible.) More information is at http://www.dashTHIRTYdash.org.

Major Contributors To-Date

Contributions have come from a wide cross-section of the community. The largest contributions to-date are:

  • Anonymous gift via the Greater New Orleans Foundation, Inc.: $4,000
  • Former Times-Picayune Managing Editor Dan Shea, and Stephanie Stokes, the newspaper?s ?Inside Out? editor: $3,625 (including $1,625 in auction proceeds)

  • LaPetite Grocery Restaurant and Bar, which donated 30% of its sales from a special June 26 benefit dinner: $2,451
  • Slim Goodies Diner, which donated 20% of its July 1 receipts, and also collected about three dozen direct donations solicited from customers: $1,340

?We?re deeply grateful to the businesses, organizations and individuals who not only donated to this important cause, but also often provided a way for people in the community to also rally behind those who were losing their jobs,? Theim said.

Sept. 29 Fundraiser Largely Underwritten by Community

The Sept. 29 fundraiser and accompanying auction raised the most money for the charity. It was also billed as a send-off to the daily Times-Picayune and occurred on the newspaper?s final Saturday of daily publication. All laid-off employees and contractors were invited to attend for free. The Howlin? Wolf donated its Warehouse District facility for the event, which drew more than 300, including Times-Picayune staffers and alumni from seven decades and about 10 U.S. states, spanning from Hawaii to New York.

Restaurants and eateries that donated cuisine to the Sept. 29 fundraiser included: a Mano; Cafe Atchafalaya; Galatoire?s; Ralph?s on the Park; Rio Mar Seafood; Liberty?s Kitchen; Martin Wine Cellar Catering; and Whole Foods Market Arabella Station.

Musicians who organized or donated entertainment included: Jason Patterson, of Snug Harbor and the New Orleans Jazz Celebration; keyboardist and WWOZ host David Torkanowsky; longtime former Radiators guitarist Camile Baudoin; jazz pianist and vocalist Matt Lemmler; the Charmaine Neville Band; swing harmony group The Pfister Sisters; jazz saxophonist and bandleader Martin Krusche; and singer and guitarist John Rankin.

Celebrities who contributed experiences or items for the online auction included: Anderson Cooper; The Ellen Show; TODAY Show; ?Meet the Press;? CNN anchor, special correspondent and New Orleans native Soledad O?Brien; ?Good Morning America;? ABC-TV and NPR veteran political analyst and New Orleans native Cokie Roberts; and notedauthor, New Orleans native and States-Item alum Walter Isaacson. The auction also featured art work, photography and other items donated or created by Times-Picayune employees and alumni and New Orleanians.

In addition, Rock ?n? Bowl donated its facility for a Sept. 28 reunion that attracted almost 200.

Study advances understanding of volcanic eruptions

Scale of eruptions appears to hinge on first 10 seconds of bubble growth in magma

Volcanic eruptions vary from common, small eruptions that have little impact on humans and the environment to rare, large-to-gigantic eruptions so massive they can threaten civilizations.

While scientists don't yet fully understand the mechanisms that control whether an eruption is large or small, they do know that eruptions are driven by the rapid expansion of bubbles formed from water and other volatile substances trapped in molten rock as it rises beneath a volcano. The mechanism is much the same as that involved in shaking a bottle of a carbonated drink and then opening the lid. Whether the volcano or the drink erupts dramatically or slowly loses its gas depends on the interplay of bubble growth and gas loss. Investigating the formation and growth of bubbles and their effects on magma properties thus provides a key to understanding volcanic eruptions, and could lead to better predictions of their scale.

An international research team led by Prof. Don R. Baker of McGill University's Department of Earth and Planetary Sciences has published a new study in Nature Communications that suggests the difference between a small or large eruption depends on the first 10 seconds of bubble growth in molten rocks. The findings point to a need to develop volcanic monitoring systems that can measure rapid changes in gas flux and composition during those brief, crucial moments.

The researchers examined the growth of volcanic bubbles in real time by heating water-bearing molten rock with a recently developed laser heating system at the Swiss Light Source facility in Villigen, Switzerland, where they could perform three-dimensional X-ray microtomography (CAT scans) of the samples during the first 18 seconds of bubble growth and foaming. With these images, the researchers were able to measure the number and size of bubbles, investigate the geometry of the connections between bubbles, and calculate how quickly gas flowed out of the sample and how the foam strength dropped.

The researchers found that initially thousands of small bubbles per cubic centimetre formed, trapping gas inside them, but that they swiftly coalesced into a foam of larger bubbles whose strength rapidly decreased while the rate of gas loss increased. All of these changes occurred within the first 15 seconds of bubble growth. They then determined which conditions of bubble formation and growth lead to failure in the rock.

From these results, Baker and his team hypothesized that even molten rocks with small amounts of water have the potential to create devastating, large eruptions. In most cases gas escapes rapidly enough to outpace bubble growth, resulting in smaller eruptions; but under exceptional rates of bubble expansion, or conditions where the bubbles cannot coalesce, large eruptions may result.

The findings represent a small but important step toward the goal of being able to predict the type of eruption that will occur in various volcanic regions of the world. "Future work will need to concentrate on the first few seconds of bubble growth and the effect of crystals on the bubble growth," Baker said.

Cash in maturing U.S. Savings Bonds ? Business Management ...

If you own U.S. Savings Bonds issued years ago?maybe you inherited them or received them as gifts from relatives?you should check the maturity dates.

Strategy: Redeem the bonds if they?re close to maturity or have already matured. Not only do U.S. Savings Bonds stop paying interest, the IRS says they are taxable in the year of maturity, whether or not you cash them in.

Generally, the full amount of the accumulated interest on a U.S. Savings Bond is subject to tax when it matures or when you cash it in (whichever comes first), unless you?ve elected to report the annual accrual of interest income on your tax returns over the years. If you?ve made this annual accrual election, it applies to all U.S. Savings Bonds you own. If, like most people, you did not make the annual accrual election, you might face a hefty tax bill if you have numerous bonds maturing in the same year, because you will have to report lots of accumulated interest income in that year. And the IRS could tack on penalties if you haven?t reported the accumulated interest on bonds that have matured prior to this year.

Tip: If appropriate, file an amended return for any open year and take your tax lumps.

Remember, bonds are taxable in the year of maturity regardless of whether they're cashed in

Inventing David Geffen?premieres Tuesday, November 20 on PBS

David Geffen?s far-reaching influence ? as agent, manager, record industry mogul, Hollywood and Broadway producer, and philanthropist ? has helped shape American popular culture for the past four decades. Notoriously press and camera-shy, Geffen reveals himself for the first time in the new two-hour documentary?American Masters Inventing David Geffen?premiering nationally Tuesday, November 20, 2012 at 8 p.m. (ET) on PBS (check local listings). Two-time Emmy-winning filmmaker,?American Masterscreator and executive producer Susan Lacy paints an unflinching portrait of Geffen, who narrates his unorthodox rise from working class Brooklyn boy to billionaire entertainment power broker in extensive interviews.

American Masters?explores the highs and the lows in Geffen?s professional and personal life through more than 50 new interviews with his friends, colleagues and clients, as well as other media luminaries. Irving Azoff,?Jackson Browne, Cher, David Crosby, Clive Davis, Barry Diller, Maureen Dowd, Rahm Emanuel, Nora Ephron, Tom Hanks, Don Henley, Arianna Huffington, Jimmy Iovine, Elton John, Jeffrey Katzenberg, Calvin Klein, Steve Martin, Lorne Michaels, Mike Nichols, Yoko Ono, Frank Rich, Steven Spielberg, Jann Wenner, Neil Young, and many others illustrate Geffen?s riveting story filled with extraordinary achievements.

?It has been my great privilege to enter David?s extraordinary world,? says Lacy, writer, director and producer of?American Masters Inventing David Geffen. ?It?s a world that touches every corner of the important, exciting artists and cultural explosions of my generation. Having David as a gracious and candid guide through this terrain was a wonderful personal experience and an absolute gift to any filmmaker.?

?I?ve always thought that each person invented himself?that we are each a figment of our own imagination. And some people have a greater ability to imagine than others.? ?David Gaffe

Starting out in the William Morris Agency mailroom in 1964, Geffen channeled his ambition by devoting himself to his work and perfecting the art of the deal. He launched the early successes of Joni Mitchell, Crosby, Stills and Nash, Jackson Browne, the Eagles, Tom Cruise in?Risky Business?(1983), and Guns N? Roses through his companies Geffen/Roberts Management, Asylum Records, Geffen Records, and Geffen Pictures. In 1994 he co-founded DreamWorks SKG with Spielberg and Katzenberg, the first new Hollywood studio in more than 50 years, which went on to release Oscar-winning Best Pictures?American Beauty?(1999),?Gladiator?(2000) and?A Beautiful Mind?(2001), as well as animated features, including the?Shrek?franchise. Geffen also produced the Broadway musicals?Cats?(1982) and?Dreamgirls?(1981), and helped realize the Golden Globe-winning 2006 film adaptation. Witty and self-aware, Geffen admits, ?I have no talent except for being able to enjoy and recognize it in others.?

A multi-millionaire by 1972 and a billionaire by 1995, Geffen?s financial success enabled him to become one of the earliest ? and consistently one of the largest ? contributors to the fight against HIV/AIDS. Through his philanthropic efforts and media heavyweight status, Geffen became an important political voice, first as an early supporter of Bill Clinton and later for Barack Obama, helping harness early support in the creative community during his first presidential campaign.

Notorious for his fierce loyalty, bluntness and chutzpah, Geffen has not avoided conflict or controversy.?American Masters Inventing David Geffen?addresses his fallings out with Laura Nyro, the Eagles, and the Clintons, his lawsuit against Neil Young, his unsuccessful stint at Warner Bros. Pictures, his whirlwind romance with Cher, and his struggles with cancer, homosexuality, and the AIDS-related deaths of his friends, including Michael Bennett. In 2010 Geffen was inducted into the Rock and Roll Hall of Fame and in 2011 he received the GRAMMY Salute To Industry Icons President?s Merit Award.

Since its 1986 premiere,?American Masters?has earned 24 Emmy Awards ? including 8 for Outstanding Non-Fiction Series since 1999 and 5 for Outstanding Non-Fiction Special ? the 2012 Producers Guild Award, 12 Peabodys, an Oscar, and 3 Grammys. Patients, Physicians and Advocates Launch Campaign to Protect ...

Continued access to medicine is being threatened by a request to withdraw PTSD as a qualifying condition for the New Mexico Medical Cannabis Program?

Military veterans and other patients to petition the Governor and the Secretary of Health - Don?t Take Away Our Medicine.?

Santa Fe, NM--(ENEWSPF)--October 15, 2012. ? Today, more than 3,000 New Mexican residents with Post Traumatic Stress Disorder (PTSD) are actively enrolled in our state?s Medical Cannabis Program. Many of them are military veterans, patients living with disabilities, and victims of serious trauma and violent crime. Unfortunately, their continued access to medicine is being threatened by a request to withdraw PTSD as a qualifying condition for the New Mexico Medical Cannabis Program. On July 29th, 2012, William Ulwelling, M.D. submitted a petition to the Department of Health requesting PTSD be removed from the list of eligible medical conditions for enrollment in the NM Medical Cannabis Program.? His petition will be heard by the program?s Medical Advisory Board at a public hearing, November 7th from 1 ? 5 pm at the Harold Runnels Building, 1190 St. Francis Drive in Santa Fe.? The Secretary of Health will have the final decision.

?We deserve access to effective medical treatments whether we?ve just come home from combat or we are suffering debilitating symptoms from other trauma,? said Chris Hsu, NM Medical Cannabis Patient?s Alliance?s Vice President.

In defense of keeping PTSD as an eligible condition, the New Mexico Medical Cannabis Patient's Alliance, the Drug Policy Alliance, and others are banding together for a campaign they are calling, Don?t Take Away Our Medicine ? a Campaign to make sure the voices of PTSD patients are heard loud and clear.

?When I returned home from Afghanistan I was diagnosed with PTSD. I worked with my doctor and tried many prescription drugs. Taking handfuls of pills every day, every one with a different set of side effects was hard on my body, and I still experienced some symptoms,? said Michael Innis, who served in the General Infantry and who was awarded a Purple Heart after the convoy he was traveling with got hit by an IED and was then ambushed. ?Cannabis was not my first choice of medicine, but I tell you first hand, this medicine works for me. Cannabis allows me to leave my house and has helped me to return to work.?

The Campaign is standing up to protect the legal rights of patients to access safe medicine. They are asking for all compassionate New Mexicans to join them in telling the New Mexico Secretary of Health and the Governor to protect the rights of seriously ill New Mexicans and to reject the request to rescind PTSD as a qualifying condition by signing on to the Campaign: https://secure2.convio.net/dpa/site/SPageServer?pagename=MedicalCannabisNMPetition

?Tell them not to turn their backs on veterans, patients with disabilities, and victims of trauma and violent crime,? said Nat Dean, another medical cannabis patient diagnosed with chronic pain and PTSD.? ?We deserve access to the medicine that works for us. Don?t take away our medicine.?

The right to use medical cannabis was approved in 2009, when PTSD was added to the list of conditions eligible under the Lynn and Erin Compassionate Use Act. Since then PTSD has become the disabling condition most frequently indicated by patients in the program, and today accounts for 40% of the diagnoses of the citizens in our state's medial cannabis program.

?The current pharmaceutical cocktails given to sufferers of PTSD have limited efficacy, have significant debilitating side-effects, and have in many cases proven deadly,? stated Lisa Walker, M.D. a board-certified psychiatrist. ?Given these facts, along with the experience of thousands of patients whose quality of life has been improved by its use, medical cannabis should continue to be an available treatment for the suffers of PTSD.?

?We will not allow the removal of PTSD as a qualifying condition for the medical cannabis program to happen quietly,? said Emily Kaltenbach, the NM State Director for the Drug Policy Alliance. ?Patients deserve, above all, the freedom to choose the safest and most effective treatment for their disabling conditions -- whatever that treatment might be.?

On November 8th, DPA is also re-launching an updated version of Healing a Broken System with current numbers and new material related to medical cannabis as a safe and effective treatment for veterans diagnosed with/suffering from symptoms of PTSD. This report examines the significant barriers that veterans of the wars in Iraq and Afghanistan face in obtaining effective treatment for mental health and substance abuse problems, and the tragic consequences of leaving these wounds of war untreated.

Santa Fe New Mexican Editorial -?PTSD sufferers should keep access to medical cannabis,?October 13, 2012

http://www.santafenewmexican.com/Opinion/101412SUNedit

New Mexico?s decision to allow post-traumatic stress disorder as a condition that can be treated with medical marijuana is helping sufferers across the state cope with their symptoms. Some 3,300 patients are taking advantage of that access, using medical-grade cannabis to treat symptoms of this little-understood malady. Many are veterans of war, others are survivors of tragedies, including sexual assault. Anecdotally, they tell us that marijuana helps them deal with life. Reporter Deborah Busemeyer details their stories ? and the debate over PTSD and medical cannabis ? in today?s Santa Fe New Mexican, showing how desperate people turned to cannabis for help, many as a last measure.

That treatment could be taken away, though. Access to medical marijuana for PTSD is being questioned in New Mexico. To skeptics, there is not enough scientific evidence to prove that sufferers benefit from smoking or consuming pot. In November, the New Mexico Medical Cannabis Advisory Board will review a petition asking that PTSD be removed as a condition for which medical marijuana can be prescribed through the state?s Medical Cannabis Program. Psychiatrist Dr. William Ulwelling is petitioning the state because he believes there is a lack of evidence showing that medical marijuana helps PTSD. What?s more, he thinks that medical cannabis is a risk for sufferers of PTSD, leading to substance abuse problems and other injury. After the board considers his petition Nov. 7 ? veterans are expected to turn out to testify in favor of keeping marijuana access ? the interim deputy health secretary will make a final decision.

New Mexico is one of only three states allowing marijuana as a treatment for PTSD ? Arizona and Colorado have rejected its use as treatment for the disorder, for example. It was added back in 2009, after then-Secretary of Health Dr. Alfredo Vigil decided patient testimony, as well as evidence that other medications weren?t working, gave him enough grounds to include PTSD. ?It seemed reasonable,? he said. Nationwide, only 17 states allow medical marijuana at all.

Frankly, we like how California deals with the issue. Its state law doesn?t allow PTSD as a reason ? but it doesn?t disallow it, either. Rather than tell doctors how and what to prescribe, California?s law says cannabis can be prescribed for ?any other chronic or persistent medical symptom that either substantially limits a person?s ability to conduct one or more of major life activities as defined in the Americans with Disabilities Act of 1990, or if not alleviated, may cause serious harm to the person?s safety, physical, or mental health.? That way, the diagnosis is up to the physician, and a sick and hurting person doesn?t have to prove to a panel of bureaucrats that she needs her medicine. Removing bureaucrats from health care decisions, after all, is an oft-stated goal of politicians.

Eliminating PTSD, of course, won?t necessarily cut off patient access to the treatment they believe works best ? many people will simply get cannabis for pain or another condition that is approved by the state. We believe, given the accounts of people who are using medical marijuana, that the state should err on the side of compassion. Doctors and patients, after all, are best able to judge what treatment works for ailments. Most health care providers who prescribe cannabis do so as a last resort, when other treatments fail. Dr. Ulwelling is correct ? we need more science to support the treatment. Moving forward, the state also should encourage the federal government to allow more studies into how cannabis works in treating ailments. In the meantime, absent the proof of widespread harm, New Mexico?s program should continue ? with patients and doctors using the treatment they believe works.

Natural rights precede the state, Vatican delegate tells international ...

CWN - October 15, 2012

The role of religion in public life is not to suggest specific policies but to remind society of ?the objective moral norms at the basis of justice,? a Vatican delegate told an international conference in Turkey.

Speaking at the Istanbul World Forum, Father Miguel Angel Ayuso Guixot, the secretary of the Pontifical Council for Inter-Religious Dialogue, said: ?Justice is a divine attribute.? However, he continued, this does not mean that the concept of justice is a purely religious matter. He said that the Catholic Church teaches that ?justice is accessible by means of human reason, to all men and women of goodwill, both religious and non-religious.?

The natural law, which all people can understand, tells us that human rights are based on the innate dignity of the person, Father Guixot said. ?These rights are antecedent and independent of the state, and the measure of the justice of the state is the extent by which it respects and vindicates these antecedent rights.?

The Vatican representative explained that religious freedom should be recognized as the most fundamental human right, because the must fundamental goal of mankind is to seek the meaning of life and the path to true happiness. "Since the ultimate question is moral in nature then it follows that the hallmark of a civil and just society is the proper and due space afforded to religion.?

Asian stocks gain on stronger US retail sales

(AP) ? Asian stock markets advanced Tuesday, led higher by exporters after a report on U.S. retail sales showed consumers in the world's biggest economy stepped up spending.

Japan's Nikkei 225 index rose 1.3 percent to 8,689.29 and South Korea's Kospi climbed 0.9 percent to 1,941.45. Hong Kong's Hang Seng rose 0.3 percent to 21,206.42. Australia's S&P/ASX 200 gained 0.3 percent to 4,496.50. Benchmarks in Taiwan, Singapore, and New Zealand also rose.

Investors were encouraged by a U.S. Commerce Department report that showed retail sales rose 1.1 percent in September. August's number was also revised slightly higher to 1.2 percent. The two figures were the biggest since October 2010.

The numbers added to optimism about an economic recovery in the United States and helped push up shares of Asia's powerhouse manufacturers, many of which rely on sales to the U.S.

Toshiba Corp. jumped 2.7 percent and Sony Corp. rose 1.5 percent in Tokyo, where exporters were also aided by a slightly weaker yen. In Seoul, Samsung Electronics Co. rose 1.7 percent while automaker Hyundai Motor Co. rose 0.7 percent and its affiliate Kia Motors Corp. jumped 1.8 percent.

The U.S. data, combined with China trade data released on Saturday that showed exports from the world's second-biggest economy rose a relatively robust 9.9 percent, are signs that "economic activities are picking up," said Jackson Wong, a vice president at Tanrich Securities.

"Export-oriented companies would benefit" from stronger U.S. retail sales, he said.

Japan's Softbank Corp. rose more than 10 percent a day after the company, which has investments in Internet and telecom businesses, announced it's buying a controlling stake in Sprint Nextel Corp., the No. 3 U.S. cellphone company, for $20.1 billion.

Mainland China's Shanghai Composite Index rose 0.6 percent to 2,110.21 after briefly slipping into the red. Strategists at Credit Agricole CIB said in a research note that "market movements" will be capped as investors hesitate ahead of a slate of Chinese economic data expected out later this week, including GDP growth, retail sales and fixed asset investment.

Wong said investors are waiting to see if authorities in Beijing will roll out new economic policies to shore up growth.

On Wall Street, the Dow rose 0.7 percent to close at 13,424.23, its biggest gain since September 13. The Standard & Poor's 500 index ended 0.8 percent higher at 1,440.13 and the Nasdaq composite index rose 0.7 percent to 3,064.18.

In currencies, the euro strengthened to $1.2966 from $1.2941 in late trading Monday. The dollar rose to 78.88 Japanese yen from 78.70 yen.

Oil prices fell. Benchmark crude for November delivery was down 4 cents to $91.81 per barrel in electronic trading on the New York Mercantile Exchange. The contract finished down 1 cent at $91.85 on Monday.

Austrian daredevil Felix Baumgartner became the first skydiver to break the speed of sound in a 24-mile-high jump from a balloon on Sunday, reaching 833.9 mph in a free fall that lasted some 9 minutes.

Landing on his feet in the New Mexico desert, the man known as "Fearless Felix" lifted his arms in victory to the cheers of onlookers and friends.

"When I was standing there on top of the world, you become so humble, you do not think about breaking records anymore, you do not think about gaining scientific data," he said after the jump. "The only thing you want is to come back alive."

"Sometimes we have to get really high to see how small we are," an exuberant Baumgartner told reporters outside mission control after safely returning to Earth.

Here's a gallery of photos from Baumgartner's leap into the record books.
