City Council Finance Committee passes City Hall, pawn shop and ...

TROY ? The Troy City Council unanimously passed an ordinance during Thursday?s Finance Committee Meeting that will allow Mayor Lou Rosamilia to negotiate and enter into an agreement to lease the fifth floor of the Hedley Building to be used as City Hall.

The agreement to be negotiated with First Columbia, the owner of the building, will have the city paying rent at $9.96 per square foot for 36,435 square feet of rentable space. This is an increase from what was previously announced as the administration originally planned on taking over the first and fourth floor of the building. The city is currently paying Sam Judge, owner of the Verizon Building at 1776 Sixth Ave. where City Hall currently resides, $52,000 a month. According to the lease summary, the city will now be only paying $30,241.05 per month.

Several council members thanked Rosamilia for working to get a new location, but Councilman Ken Zalewski, D-District 5, inquired as to why the city doesn?t still consider the Dauchy Building. The city recently put out an RFP for and received a $1 million offer from developer David Bryce for both the Dauchy and River Triangle Buildings.

Rosamilia said it?s merely a time issue as he said he wants to get City Hall out of its current location as quickly as possible. He also detailed some complications that could come up if the city decided to move into the Dauchy Building.

?We would have to bond $3 million if we moved to the Dauchy Building to get it up and running plus the additional cost of $52,000 a month, assuming we don?t get evicted,? Rosamilia said. ?Judge has the right to have us evicted.?

Secondhand Dealer Law passes

A law that was first introduced in March which would place more regulations on items being resold to secondhand dealers around the city finally passed the Finance Committee after it had been in limbo for two months. The vote was 7-0 as two council members arrived to the meeting late.

Corporation Counsel Ian Silverman said this should be the final version, which reduces the frequency dealers must report to the Troy Police Department from a daily to a weekly basis. It also allows shops to send their records to the police department electronically for downloading. One representative asked if there could be a price limit on what items shops would need to record and make a copy of the seller?s license. Silverman said the local law is subject to a public hearing during the council?s meeting on June 7.

Councilman Mark McGrath, R-District 2, suggested business members, Police Chief John Tedesco, Silverman and City Council President Lynn Kopka get together to make any necessary amendments to the ordinance so it can sit for the proper seven days for it to be voted on. Kopka said they will arrange something before the June 7 meeting.

Smoking Ban discussed Continued...

While it is already on the agenda for the next City Council Meeting, council members did address and vote on the ordinance 8-1, with Councilman Dean Bodnar, R-District 3, voting against it.

Zalewski said people have criticized the legislation for banning smoking in parks when he said it will only be enforced on sports fields and playgrounds. Golf courses are exempt.
